The main aim of the lipstick is to give a final shape to the lips and have the entire shape be more defined. The lip liner gives the boundaries to that lipstick which is applied and enhances the effect. In fact it can make the lips look fuller or thinner by the method you apply the lip liner. Typically the lip liner is bought one shade darker than the lipstick or one shade lighter so that it stands out and in turn the edges of the lips stand out. That may not be the best thing but can work very well. Again you may want to apply the lip liner in various shades and then decide what is the best thing for you.
Tips on how to use lip liner
If you want the upper lip to look fuller and heavy then make sure that you line the upper lip only and do not line the bottom lip with the lipliner.
Make sure that the lip liner is chilled before it can be used as then the lines will be sharp.
Always apply the lipliner on the upper lip first and always start form the centre of the upper lip first and then move outwards.
If you need a larger upper lip then apply the liner outside the edges and if you want the lips to look thinner then apply the liner inside the edges.
